Rules and Regulations
Cedar Glenn Condominium
Any regulation contained in Cedar Glenn records and/or added to the documents, plus any policy given to security for enforcement that might have been inadvertently omitted in this document shall be considered in effect and enforceable.
Introduction
The Rules and Regulations herein enumerated shall be in effect until amended by the Board of Directors and shall apply to and be binding upon all unit owners. The units owners shall, at all times, obey said Rules and Regulations. Furthermore, every unit owner is responsible for any violations committed by their families, guests and lessees.
Every resident, upon purchase or rental, agrees to abide by the rules contained in this publication. The Board of Directors intends to strictly enforce these regulations so that everyone can enjoy their homes without controversy and discomfort.
Florida State has provided the means to enforce all rules through a fining procedure that can reach the maximum of $1,000.00, after which court action can follow.
This document should be carefully reviewed and bookmarked as a resource for you and your guests.
Maintenance and Assessments
- Monthly maintenance payments are due and payable on the first day of each month. Payments after the 10th (tenth) day of the month are subject to a late fee of $25.00.
- Unit owners who purchased their units after Jan. 1, 2023 are obligated to enroll in auto-pay via the online Cedar Glenn Resident Center for their monthly assessment fees
- There are no fees for making association payments from your bank account online using the Cedar Glenn Resident Center. Association payments made by non-electronic means such as paper checks or money orders will incur a $5 per month processing fee, beginning in May 2023. Unit owners who are incapable of using electronic systems due to disability or lack of understanding how to use it will be provided guided assistance and/or special accommodations as needed.
- All special assessment payments are due and payable on such date as may be designated by the Board of Directors, and are subject to the same late fees as standard assessment payments.
Who May Occupy Apartments
Occupancy of a unit on a permanent basis is limited to a maximum of:
- 2 (two) individuals for all one-bedroom units
- 4 (four) individuals for all two bedroom units
- 6 (six) Individuals for all 3 bedroom units
There are three classifications of Cedar Glenn residents:
- Owners
- Lessees
- Spouses of owners or lessees
There are three classifications of Cedar Glenn guests:
- Members of immediate family. Immediate family is the resident’s parents, grandparents, brothers, sisters, sons and daughters and grandchildren, any of whom may be accompanied by their spouses.
- Overnight guests. Overnight non-residents who are not members of the resident’s immediate family.
- Visitors. Non-residents but not overnight guests.
Residents may designate members of their immediate family as guest occupants of their apartments in their absence as long as the occupancy levels as indicated above are respected. The use of an apartment by a resident’s immediate family in his absence will necessitate the resident notifying the association in writing at least one week prior to the intended arrival of his immediate family, giving their names, relationship and approximate length of stay, and stating that these guests are not tenants and are not paying rent or any other consideration for the use of the apartment.
Overnight guests may be permitted to occupy the unit in the absence of the owner after being properly registered in writing to the association (giving arrival and departure date) including a statement that these guests are not tenants and are not paying any rent or other consideration for use of the apartment. Overnight guests may not occupy the unit for more than thirty (30) days in total during any twelve (12) month period, except in hardship circumstances as determined by the Board of Directors.
All guests must abide by the same rules and regulations of the condominium in effect for the residents and the residents should advise their guests that their stay will be terminated if any of the rules and regulations are violated. The owner will be liable to the Association for any attorney’s fees and costs which may be incurred in enforcing these rules against a resident or his guests.
Cedar Glenn Condominium General Rules
- No animals, reptiles or pets of any kind shall be kept in any unit or on any property of the condominium, except for fish or small birds.
- Washing machines and/or dryers in units is prohibited.
- Smoking of any kind is not permitted in any common area, in any enclosed exterior space such as on the terraces or within 30-feet of the building. As per the Clean Air Act, smoking is not permitted in any indoor common-use areas, including laundry rooms, meeting room, lobby, pool room, hallways, elevators and staircases.
- Unit owners are responsible for any rule violations and/or damages to another unit, the common elements, condominium property caused by themselves, guests, contractors, subcontractors, employee or lessees, whether said damages are caused by negligence, accident or otherwise.
- Each unit is entitled to the use of a designated storage locker in the storage room. Nothing may be stored that will attract rodents or insects. Do not store any flammable products. All property must be within your own locker. Do not block entrance or aisles with bicycles or other large objects. Security will provide you with entrance to the storage room.
- No flammable, combustible or chemical substances shall be kept in the air conditioning closets.
- Respect your neighbors and keep volume levels reasonable on all televisions, stereos and audible-devices. Gatherings inside of units or anywhere on the Cedar Glenn property should not be loud, boisterous, rude or generally disturbing, or interfering with the rights, comfort or convenience of other residents. Residents playing loud music in their apartments, the common areas or cars will be in violation of Cedar Glenn rules and may be issued a citation for disturbing the peace. Residents should not commit or permit any nuisance, immoral or illegal acts in or about the condominium property.
- The meeting room is available for private parties, for owners or lessees only, including use of the kitchen. Request for a date must be made through the office where a form explaining proper use will be provided. That form should be completed and returned with two checks- $150.00 for rental and $150.00 security deposit; the security deposit is refundable minus any damages and/or clean-up expenses. Notice of a private function will be posted. Party time may not exceed 11pm. When departing, turn off both the lights and the air conditioning unit via the wall-mounted thermostat.
Sales and Leases
The application for unit purchase is available online at www.CedarGlenn.com/application
Rentals are restricted to no more than sixteen (16) units at any one time, and lease terms must be limited to exactly one year, without any guaranteed right of renewal. Unit owners must have their request to rent approved by the Cedar Glenn Board of Directors prior to beginning any ental agreement. Approved rentals require a lease agreement with the tenant, and the tenant needs to undergo a background check and be approved by the Cedar Glenn Board of Directors before any lease may be signed with them. Units may not be rented without an active rental-lease in place. Owners may not rent their apartments during the first year of ownership, nor if they are delinquent on paying association dues. Eligible owners wishing to rent should submit a written request to the Association for the approval to rent. If there is no availability then the request will place you on a waiting list until a space becomes available.
Pursuant to Article XI, the Association requires that a uniform lease agreement be used by all owners when leasing their unit. Copies of the uniform lease agreement are available on-request via the contact-Cedar-Glenn feature on the CedarGlenn.com website.
Please be aware of some of the requirements according to the Declaration, By-Laws, and Rules & Regulations include:
- Sub-leasing or sub-renting is not allowed.
- Lease agreements should be written for no less and no more than one year.
- Lease agreements are not renewable without the consent of the Association (Board of
Directors’ approval is required).
- Consent to renew should be requested from the Cedar Glenn Board of Directors at least 30 days prior to the end of the lease term, but not more than 60 days prior.
Pool Rules
- Pool has a maximum capacity of 22 people
- The pool may be used only between the hours of 7:00am and 10:00pm; on Friday and Saturday closing time is extended till 11:00pm
- Use of the pool is restricted to residents and their guests.
- No more than four (4) guests per authorized resident can use the pool at the same time.
- An authorized resident must accompany all guests.
- Persons using suntan oil or other oily lotions or sprays must cover the chairs and chaises with towels.
- Chairs should not be removed from pool area.
- Children must be supervised by an adult who can swim at all times when in the pool area.
- Running and/or rough-housing in the pool area is prohibited.
- Pool-side umbrellas must be closed after use.
- No alcohol is permitted at any time in the pool area. Intoxicated people are forbidden to enter the pool area.
- No pets of any kind may enter the pool area.
- Drinks in plastic or paper containers are permitted. All such articles shall be placed in the containers provided for disposal when leaving.
- Radios and video-devices are permitted at low volume provided there is no obscene or offensive language in the programs that are audible.
- Use of the pool or lake area is at the risk of the user.
- Small debris must be disposed of in sand urns around the pool.
- Infants in diapers are not permitted in the pool.
- No person with skin abrasions, open sores, skin disease, eye disease, nasal or ear discharge, illness or communicable disease may use the pool facilities.
- Everyone must shower before using the pool.
- Gates and fences shall not be climbed to gain access, propped open or otherwise rendered inoperable.
- Violations of rules may result in expulsion, removal, trespassing, fines and termination of lease in cases of renter.
Parking and Traffic Rules
- Each two-bedroom or smaller unit is entitled to one assigned parking space. Three bedroom units are entitled to two assigned parking spaces.
- Unit owners may periodically use guest spaces for an additional vehicle kept on the premises for no-more than 72-hours. Long-term parking in guest spots is forbidden.
- Guests shall park in spaces marked for guest-parking after registering with security at front desk and receiving a parking permit.
- Vehicles intentionally modified to increase the noise produced from the vehicle beyond stock sound-levels are prohibited from entering the Cedar Glenn property. This includes open-headers, modified exhausts, anti-lag popping, etc.
- Washing and waxing vehicles in the parking area is prohibited, except by professional service.
- No vehicle may be parked in a space assigned to another unit owner without written permission from said unit owner on file with the Board of Directors.
- Parking spaces shall be used only for parking of passenger vehicles. Owner’s motorcycles may be parked in front of owner’s car. No truck, panel, boat, trailer or any vehicle clearly for commercial use or to be used to haul tools or supplies may be on the property. No vehicles with lettering or signs of any kind may be on the property.
- Vehicles leaving the grounds must use the exit-driveway marked “Out”. Vehicles entering the grounds must use the entry-driveway marked “In”.
- Any vehicle in violation of association rules and regulations is subject to towing. Expense will be paid by the violator.
- A vehicle which cannot be operated shall not remain on the condominium premises of more than 24 hours, and no repairs (except for emergency) of vehicles shall be made on the condominium premises.
- No unattended vehicles may be left at the front entrance of the building for the purpose of making deliveries.
- Vehicles may not back into parking spaces.
All resident vehicles parked on the property must be filed with the Cedar Glenn. Filing your vehicle requires providing:
- A valid non-expired copy of your car registration in the name of the authorized resident.
- A valid non-expired U.S. driver’s license, or English-language international license honored in the USA
Note: unregistered vehicles without guest parking permits will be towed.
Laundry Room Rules
- Bleach should be carried in closed containers.
- Use only between 9:00am and 11:00pm
- Washer and dryers may not be used to clean items containing pet hair or any excessively-dirty materials.
- Machines must be left clean with no sticky grime, debris, lint, hair or dirt left in the interior or on the exterior surface.
- Keep area clean.
- Clean filters in dryers after each load. Empty lint in trash container.
- Turn lights off when leaving room.
- Please adhere to all rules posted in the laundry area.
Billiard Room Rules
- Billiard room is to be used by residents and their guests only.
- Children are only permitted to use the billiard room when accompanied by an adult.
- Turn off the lights and air control when leaving.
Employees of Cedar Glenn
- Unit owners are not to call upon condominium employees for any private work in their units unless such arrangements are made with the Cedar Glenn Board of Directors.
- Only authorized persons shall direct, order, or instruct condominium employees as to their duties or work assignments.
- Complaints regarding services of the condominium and/or suggestions are to be made in writing, signed by unit owner and deposited in the association office.
Moving In, Moving Out, Deliveries and Packages
- Shopping carts may be used at any time, but must be returned to their stations on each side of the lobby immediately after usage.
- Residents must give a written notice to Cedar Glenn when moving in or moving out. Security staff will not permit anyone to move in or out unless there is a written approval from the office, indicating date and time of the move.
- Elevator pads must be installed by Cedar Glenn staff before moving begins.
- Moving is only permitted from Monday through Saturday from 9am until 5pm. Moving on Sunday is not permitted.
- Trucks for any purpose are only permitted on the premises from Monday through Saturday from 9am until 5pm.
- No furniture or bicycles may be brought through the lobby; either the doors at the rear of the building or the stairwell exit doors may be used.
- Discarded belongings, including any furniture or large objects, may not be left/abandoned in any common areas.
Common Areas and Balconies
- No awning, canopy, shutters or other projections shall be attached to or placed upon the exterior walls, or doors or roof of the building. Terraces must be screened-in, pursuant to the applicable provisions of Article XIII and Article XV of the Declaration of Condominium. Installation of hurricane shutters on the balcony requires written permission of the Board of Directors. Such installation must be of the type commonly known as Rollodan, or aluminum accordion shutters and the color must be approved by approved by the Board. Glass panels may be added to the interior-side of the terrace to enclose it, upon permission of the Board.
- Terrace walls are maintained by the owner but painting requires written approval from the Board of Directors so that the color will conform to the proper deep beige shade with color code of PPG16-10 Hummus. Any unit owner whose terrace walls are of the incorrect color must contact the Board when ready to repaint to confirm that the proper shade will be applied.
- Window hurricane shutters require written approval from the Board of Directors and must be in the color that most closely matches the walls of the building.
- Carpeting is prohibited on balconies that are exposed to the elements (not fully-enclosed in glass panels,) other than carpets manufactured specifically as "outdoor carpets".
- The sidewalk, entrances, elevators, vestibules, stairway corridors, halls and all common-area elements must not be obstructed or encumbered or used for any purpose other than passing through the premises.
- Children shall not be permitted to play or loiter in the hallways, elevators or lobby.
- Other than welcome-mats, no items may be left or stored outside of your unit, including around your entry-door, in the hallway or in stairwell landings.
- No heavy or unsightly objects such as garbage cans, boxes, refrigerators, freezers or exercise equipment may be placed on the terraces. Cloth, clothing, curtains, rugs, mops or laundry of any kind may not be hung on the terraces or from the windows, or exposed to any part of the common-area elements. No more than one bicycle per occupant may be placed on the terrace, No clothes line shall be permitted on any portion of the condominium property, including terraces.
- No barbecue or cooking shall be permitted outside of your own kitchen including on any terrace, limited common area or condominium property, other than the designated BBQ area near to the swimming pool.
- No one except authorized personnel is permitted to enter meter rooms or touch and/or adjust any equipment of the common area elements.
- Units are restricted to residential occupancy only. Units may not be used for commercial purposes. No signs, advertisements or related are permitted on any condominium unit.
- All residents should familiarize themselves with the location of fire exits, fire extinguishers and fire alarms.
- No non-resident may be given a building key.
- Unit owners may not distribute building keys to anyone other than long-term occupants. Guests and your employees are to gain admission only through the main lobby. Building keys cost $30.00 each; unit owners need to authorize key purchases.
- Unit owners planning to leave the premises for any length of time should designate a responsible person to care for the unit and its contents.
- Any resident absent from his/her apartment during hurricane season (June 1st to Nov.30th) or any portion of that time must remove all furniture from the terrace or designate someone who will be responsible to do so. The Association must be notified before departure as to who that authorized person will be.
- Turn off the lights when you are the last person to leave common-use areas and amenities including the meeting room, laundry room, restrooms, gym, sauna, storage room and billiard room.
- Shoes or sandals and outer coverings must be worn in all common element areas, other than the pool area.
- The hallway bulletin board is for condominium business only. Any notices must be cleared with the office before posting. All notices must be printed or typed.
- All owners are welcome and encouraged to attend board meetings. Notice of such meetings and the proposed agendas will be posted at the main lobby entrance. These notices shall meet the time requirements established by Florida Statute. After the meeting concludes, owners may speak about factors relating to the agenda items only, within the following guidelines: each owner will have no more than two (2) minutes to speak only. There shall be three statements on each side of any issue and each statement may be limited to two minutes.
- Access to Condominium records shall be made available upon written request from any owner or agent of the owner, within the time frame set forth by statute. Any costs incurred shall be the responsibility of the owner.
Renovation, Repairs, Construction and Remodeling Within Units
- Any non-emergency work that makes noise or dust is limited to the hours of 9:00am until 6:00pm, Monday through Friday.
- Vehicles belonging to workers must be parked in spaces designated for guests.
- Construction materials, equipment and large items must go through the rear doors, not the front lobby door.
- Unit owners are responsible for dust, debris or damage to the building and/or other units, caused by anyone working-in, residing or visiting their unit.
- Waste generated by construction has to be removed from the property by the contractor or the unit owner, and cannot be discarded into the building's dumpster.
- Before any construction or remodeling, owners must complete the major construction or remodeling procedure form; this form is available from the Cedar Glenn office.
Garbage/Trash
- To maintain a quiet atmosphere, trash compactor use should be from 9:00am until 11:00pm.
- All trash must be enclosed in bags that are small enough to fit easily in the trash chute. No loose trash or unbagged items should ever be thrown down the trash chute as this causes odors, rodents and insects.
- Large items such as boxes should be flattened/compacted and then brought downstairs to the dumpster at the side of the lobby main-entrance.
- Nothing should be left on the floor of the trash room or on the ground near the dumpster.
- Trash/litter left in the common areas is prohibited
- The trash bins in the mail/elevator areas are for unwanted-mail and clean/dry papers only; no other trash should be disposed of here.
Pest Control
- In the owner’s absence, our maintenance contractor will accompany the exterminator into the owner’s apartment.
- If owner does not wish for an apartment to be treated in the owner’s absence, the owner must make arrangements to be present when the exterminator comes, on the fourth (4th) Monday of each month, from 9am until 12-noon.
- If a unit is not treated for two months in succession, owner shall make arrangements for entry or provide proof that pest control measures were completed recently.
- Should lack of treatment become an emergency, the owner will be notified and then entry to the unit will be made by the exterminator while accompanied by a Cedar Glenn staff member.
Access to Units
Right of Access to Units
The association has the irrevocable right of access to each unit during reasonable hours, when necessary for the maintenance, repair or replacement of any common elements or of any portion of a unit to be maintained by the association pursuant to the declaration or as necessary to prevent damage to the common elements or to a unit or units.
By the authority granted by the declaration of condominium, a representative of the association may enter any unit with reasonable cause for the purpose of maintenance, inspection or repair, providing it is in the case of emergency circumstances, under legal mandate or to remedy an issue that impacts another unit or a common-area.
Each unit must provide a key that will be securely stored in the Cedar Glenn office, used only when absolutely necessary or with the expressed permission of the unit owner. Protection of owner’s property and privacy will is our priority consideration.
The Cedar Glenn office must have a key to each unit to facilitate mitigation of damages to the unit, occupants, neighboring units and common elements due to any emergency such as:
- Medical emergency
- Fire
- Flooding
- Pest control
